Computer Arts Projects is a monthly magazine that is well known amongst designers and artist. The February issue is devoted entirely to Graffiti.
The magazine features some excellent tutorials, artist profiles, reviews on Graff books, background information on graff history and graff styles.
It is a bit pricey (16.00$) but over all it is worth it. You can pick it up in any magazine store or order it from the website.
